Animation Software

Hey all, I was just wondering whether there's a good software program for traditional 2D frame-by-frame animation. Is Flash capable of that? I was also looking at Flipbook, but I just wanted to see if there are any others that people could mention or if there is one that you would recommend more than the other.
They say you should never hit a man with a closed fist, but it is, on occasion, hilarious.

One that I've fooled around with in the past is PAP, otherwise known as Plastic Animation Paper. It's raster based, as opposed to vector-based, and seems to be pretty good for doing rough pencil tests or initial passes before taking the frames to another program to refine and tighten up.

Interface takes some getting used to though, it's a bit weird.

Last I heard, they had a 4.0 beta out for free download, but that was about a year or two ago...

I'm all too new to everything but, would Toon Boom Studio have what you are looking for?

TVP Animation.

Here's some examples of traditional hand-drawn type of animation done on a wacom tablet using TVP Animation:
