As far as your pic goes I think your basic dragon concept is pretty good. I take it you are trying to make him more or less serious, but some of the structure could use some work. Basically, for example, how the front legs are attached. They are skinny, but that isn't the problem I see. I believe you need to work on making them look like they belong to the body, not just stuck onto it.
This would be true of any type of animal you wish to draw, so with that in mind, you might do well to get a book to get you started in the right direction.
How To Draw Animals by Jack Hamm might be good starter book. I think learning regular animal anatomy to some degree will go a long way toward improving how your imaginary critters come out. Welcome to the drawingboard!
