Animation software for sound and dialog

Hello all,

Can anyone point me in the right direction for a good program to edit sound files for animation that also works well when logging it for animation dialog. In other words, I want to find a program that will let me log dialog so I can animate to it. I don't want one that has a preset "lip-sync" feature. I want to be able to listen to the dialog and log which frame it is on, so I can animate it, by hand.

If one doesn't exist, then can you provide information on the techniques you have used in the past to accomplish this?
