Can anybody told me what this means?
"Sorry, you have reached your maximum Upload Quota Limit of 4 MB"
The only thing I know is, that I can?t upload anything anymore! That?s not funny ! !

it means you have uploaded as much as you can. Which means you have to start posting at snother website and start posting links, or do what i do. Go back and delete the attachments on some of your old posts.
You're only aloud 4 meg total space on the site. So choose your method and then continue posting.
